What is a good email marketing service that does not require opt-in? Its a list of 38,000. Please save the opt in best practices for someone else. I have been assigned to find this information as part of my job.

How I got my list is not the point. it is not an opt-in list. Is there a company that has an email marketing service where I can use a list that is not opt in
For instance I cannot send emails using my list through an email marketing company like constantcontact – because they require my list to be opt-in in order to use there service.
I would also like to send one email to the entire list. So 38,000 emails in one send.

i have a website, www.elvexonine.co.uk and i tried some email marketing , i emailed cycling shops, shooting shops and shops which supply building equipment all my emails were slightly different and i emailed a mixture of big and small company’s and out of 14 not a single one responded not even to say no. Here is what i put for some emails , it changed a little on some emails but i used it alot: —

ive just started an ebay shop and am trying to get the email marketing feature working. The welcome to my newsletter one in particular. im trying to set it so that when someone signs up to my newsletter they automatically get an email saying welcome etc. so i went in to the email marketing create new email select the mailing list and the welcome template. it says its in the pending and the sent list but one hasnt been sent its just a dotted line. I also signed up to it myself but didnt get one however i wrote a "normal" newsletter and got that email ok. does it take a while or something to get the automatic ones?
