overridden boot.ini settings?

Here’s the contents of my boot.ini file:
[boot loader]
timeout=30
default=multi(0)disk(0)rdisk(0)partition(2)\WINDOWS

multi(0)disk(0)rdisk(0)partition(2)\WINDOWS="Microsoft Windows XP Professional" /noexecute=optin /fastdetect

What I actually see in the windows boot menu is quite different though, there is a second option besides XP labeled "System Restore" and the timeout of the actual menu is only 5 seconds!

How and why are the settings used in the boot menu different from what is listed in my boot.ini file?
It looks like two of the lines of my boot.ini file contents were truncated automatically when I posted the question, the missing parts are pretty much exactly what you’d expect from a normal boot.ini file with the default settings. The unusual thing here isn’t my boot.ini file, it’s the fact that there are additional options and settings that are showing up in the boot menu that aren’t reflected in the file, that’s what worries me.
@Colanth: Well, the file name and path is "C:\boot.ini", which is to the best of my knowledge the actual boot.ini file used by the system. It is windows xp pro, just like the file itself says, I wasn’t aware that vista and windows 7 ignore the file, but that isn’t the case here, thanks for the suggestion though.
